Well, it is still true that Kingston is used east of Oshawa! :)

It actually seems to be a bit random as to whether control cities are even used for the 401 within the Toronto area. The Don Valley and the 427, for example, don't sign any control cities at all, only the direction. However, Kingston is used in some locations west of Oshawa, such as on the 412 and (fittingly) on Hwy 2A/Kingston Rd.

Brandon, I am surprised you missed one secondary control city for I-80 in you city of Joliet. Gary, Indiana! In fact, it is used at every interchange between I-55 and the State Line except for Houlbolt Rd/Hollywood Rd, I-355, US 45 La Grange Rd, I-57, I-294, IL 1 Halsted St, I-94, and IL 83/US 6 Torrance Ave (last one does not use any control cities).

Also, US 20 at Rt 59 does use Elgin as a control city.

O'Hare is used, with IN, on I-294 southbound in Lake Co IL. Some signs on NB 294 in Cook/DuPage have O'Hare.
