One doesn't have to look at a larger state for the comparison to look bad–every state that borders Oklahoma aside from New Mexico does a better job than us.

Regarding the Kilpatrick south loop/Bailey spur, OK-9 between US-62 and the east end of the divided highway is still upgradable if there were ever a desire to do it. Punching it through from Santa Fe (Newcastle)/24th Ave NE (Goldsby) east is the hard part there, as Riverwind and the surrounding businesses form a pretty substantial breezewood. Extending the Bailey spur north also runs into problems, not just in Mustang, but also in Tuttle (I don't know much about the adjoining properties along OK-4 but Tuttle is home to more than a few moneyed property owners).
