I think it's less confusing if you figure that there usually isn't much you can do with "18 miles to Burkeville" except to play something else with an 18 in it. That's unhelpful if we're running low on 18s (as we seem to be), so we might have to resort to playing a Wild to unstick the game.

I think the "separate elements of a sign" would have to match. If the town name sign and the route shields were different signs, then only the number matters.

I suppose it's because there's a lot of vagueness and too many green BGSes to play; we'd get stuck in a "1 for One Mile"-loop for a long time, if that was the case.

A distance sign or sign element, such as "Alexandria 7", has the relevant sign element as the city name and number, not just the number.
