I believe the green shields are state maintained, and the circle shields are town/locally maintained.

I mean, it's no different than in actual UNO playing the exact same card as the person before you. There are two each of every number (except zero) and color in a standard UNO deck.

Question: Are Quebec Autoroutes and green-shield routes interplayable? They're both Quebec provincial highways.

I think not, with the obvious differences in shield shapes and colors. Kind of like how Interstate (even green Interstate business routes) and state route markers in California are not interplayable.

The only non-duplication rule is that the "same sign" in the same photo cannot be played twice.  This is analogous to Uno in that you cannot play the same physical card twice.  (Well, actually, you can.  If you run out cards in the draw pile and shuffle the discard pile to form a new draw pile, then every card after that point will have been previously played.)

What remains unclear to me is whether the OP intended that to be "same sign element" or "same sign panel".  If the former, then one could use the same sign from the same photo more than once, so long as a different sign element is played–e.g., I-39 the first time and I-94 the second time from a multiplex route.  If the latter, then such would not be allowed.
