It would be a good idea if everyone would simply pick which number he's playing instead of saying "or".  In this case, we don't know if the first picture was "played for" IA-210 or IA-17, which means we don't know which one cannot be used again with the same photo.

Looking at the rules, this process is neither banned nor explicitly allowed, so it is implicitly allowed. A ruling would help clarify this.

If multiple numbers are valid, the next player can play from any of them, and only the one that was actually played from was considered to be used.

If we have NH 9 → NH 10 or NH 12 → NH 13, then it's still undecided which one was played even after the multiple numbers end. In this case, both possibilities remain open until something (playing the sign again) forces only one possibility, if it ever happens.
