Looking at the rules, this process is neither banned nor explicitly allowed, so it is implicitly allowed. A ruling would help clarify this.

It is banned explicitly by Rule #8.  See below.

There are some corner cases. You can play the sign again, but the next player won't be able to jump numbers – this requires using both NH 10 and NH 12, which leaves no possibility for the other time the sign was used.

I can imagine more complicated scenarios, but they will probably never happen.

It's unclear whether I-10 or I-8 was played in the second step.  Therefore, it remains unclear whether it's OK to use that same picture again for, say, I-8.  Rule #8 states you can't use the same picture for the same sign, but who knows which sign was played and which one wasn't?

1 has now clarified that, in such a case, either I-10 or I-8 could be played in the future with the same sign;  however, the sign could not be played again after that because, either way you slice it, both I-10 and I-8 would be used up.

I don't re-use photos in this thread, so it doesn't matter.

(I could be mistaken, and forgot that I did a few times, but in general, I don't, because it's more interesting to see new pictures.)
