The first half of the second rule you quoted was from a feature request, but it didn't make sense for e.g. 5 mi → 8 km → 8 mi, which is supposed to be keeping the same number, which is why I added the second half. In addition, I was thinking of advance BGSes when making that rule more than I was distance signs. However, I'm changing it now to allow both the same physical number and the conversion, as numbers should always match numbers.

Both your plays are fine.

Pyongyang 20 km → Alanland 42 km is still not allowed, though.
