Or, more likely, the testing of new employees who have never driven the paint truck before.

Usually this is done on a stub of road that doesn't actually connect to anything (old alignment road or frontage road severed by a freeway, stub to unbuilt interchange, etc.) so it's not quite so obvious or disruptive.

How about on an interstate highway.  I know these are test paint lines, plus on a high traffic area to test how they do under extreme conditions.

Funny thing is the piedmont and the central parts of the stats get more frequent updated compared to us where the Greenville Southwest Bypass, CF Harvey Parkway, and all of Wilmington don't have any imagery or it's from summer 2019 at the latest.

Thanks to a heads up in another forum I've got my first Street View image of 2022 as well. And quite close to me on top of that.
Supporter of the construction of several running gags, including I-366 with a speed limit of 85 mph (137 km/h) and the Hypotenuse.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

Ehhh...is that something you're really comfortable posting on an open forum?  Especially when it involves a person that isn't you?  If it was just you I wouldn't question it, but are you sure that is what the other person would want?
