I would put I-55 at number 1.
I know this seems like a Chicago-centric bias, however, I did this based on traffic volume as well as importance. I can tell you from first hand knowledge that I-94 is the most important interstate in the state. Ford Frwy (formerly Calumet Expy), Ryan Expy, Kennedy Expy, Edens Expy and the Tri-State Tollway are what makes up I-94. I guarantee that the Ryan, Kennedy and Tri-State all have more traffic than the Stevenson Expy (I-55). I happen to live off the Stevenson (by 1 1/2 miles) as well.

Why the O'Hare Feeder Freeway/I-190 higher than the Ike/I-290 and I-355? ORD is certainly important, but so is Downtown to West Suburban Commuters and Commerce!
For IL traffic, I-255 should be over I-270, in the STL Metro East. IL I-270 is more a Long Distance bypass for I-70 Thru Traffic. IL/I-255 is a bypass route for I-55 and I-44, but also serves and connects most of the Metro East larger Suburbs, either directly or in combination with Radials IL 3, I-64, I-55/70, and I-270

There is some validity to your argument being that 55 links the 2 largest metro areas and the capital in terms of importance. But if you drive on I-55 south of Joliet, the traffic level does drop.

As for I-190, I-290 & I-355, all 3 are about equal on the importance IMO. O'Hare is now the world's busiest airport again. The Eisenhower and 355 are both vital commuter links with bad traffic. I do not miss the pre-355 days going from Bolingbrook to Schaumburg. I remember them vividly.

You missed 151 between Madison and Dubuque, WIS 26, and US 10 east of Waupaca. There's also that short stretch of US 12 between Baraboo and the Dells, though it would be at the bottom of the list anyway.
Correct. I did miss a few other expressways such as 26, 151 from Madison to Dubuque and US 10 between Stevens Point and Appleton. That was an omission. 151 between Dubuque and Madison would be after the Wis 119 Airport Spur.
US 10 would be after that.
Wis 26 would be after Wis 29.
US 12 from Madison to Baraboo would be after that.
US 12 by Lake Geneva would be after that.
