Anyone know why cardinal direction goes above reassurance shield?

Missouri occasionally has the cardinal direction under route shields for non-interstates.

When I-85 was widened in south Fulton, Coweta, and Meriwether counties, I saw I-85 shields with the cardinal directions underneth the I-85 shield. (Unfortunately, I didn't get any photos.) GDOT reversed them shortly afterwards, however.

Going back to California for a second. One thing I've noticed, at least in my travels, is that the cardinal direction banner underneath the route shield seems to happen quite a bit more on state highway assemblies than US or Interstate signage. To me, the cardinal direction banner actually looks better underneath the CA SR shield aesthetically, almost as an extension of the spade shape. But for practically any other type of shield, the balance just looks off if the direction plaque is mounted below.

One I notice on a near weekly basis is the direction-under-shield US 101 example on San Francisco's Central Freeway:

As for Ontario, cardinal direction tabs are placed below the sheild.  Both languages are used in french speaking areas.  Primarily in Eastern, and North Eastern Ontario.  Latley french directional tabs have been seen in the GTA as well as near the Windsor Border.  As for the western Provinces, when Directional tabs are used, they are placed below the sheild as well.  Not to sure how the territories handle direction, or if used at all.
