GSV certainly shows it to be true, unfortunately.  30 km/h is approx. 18.6 mph.  And this is a street with two lanes in each direction alongside a park.

This is part of a push to lower speed limits in the interests of safety.  I found this article:

Old GSVs show this street as being 50 km/h (approx. 31 mph).

That's ridiculous to have that at 30 km/h. The old 50 km/h limit seems to fit that road much better.

That is correct! This is Autoroute-20 in Ile-Perrot. It's the section of A-20 that ceases to become freeway. The opposing direction from my screenshot actually has a speed camera too (https://goo.gl/maps/v3kfC3tryZqu93jy9), so this is a very aggravating section to drive....
