You are correct that it is US-460, however it's actually along a freeway / bypass segment near Bluefield, VA.

I would've guessed one of the Phoenix freeways, but that was a good one. Heading back to the Northeast for this one.

One more hint: this freeway is very short and has not been built all the way out. Think about the first clue one more time.
