If I had to exclude non-US routes, it wouldn't change my answer very much, dropping from 47 to 43 (swapping in a GA 37 to the list I gave).

I finally figured mine out: 53
I've crossed NC 53 in a couple of places.  I've crossed MD 53, NY 53, IN 53 and OH 53. I passed the north end of PA 53 and the east end of VA 53.  But no dice.

I don't recall being on a highway numbered 6 in recent memory.  However in 1994 we drove across country from CA to VA, and there was a possibility I might have been on US 6 at some point.  If I actually was on US 6, I don't ever recall being on a highway numbered 7 either.

Here are the routes below 6 that I recall being on
1 - US, CA, DE, PR
2 - PR
3 - PR
4 - Interstate
5 - Interstate, PR, VA

If including routes I have crossed, I have crossed both NM 6 (and probably US 6 as well) and both CA and VA 7, and have been on I-8, US 9, I-10, and PR 10, and have crossed US 11 (and have been on what is now I-11).  Probably the lowest I don't recall being on or crossing is 12.

Evan_Th

If we admit lettered prefixes, I've doubled my previous list!

I've been on:
US 1 (primarily in North Carolina, and several other places up to New York State)
US 2 (in Washington State)
Oswego Highway No. 3 (Macadam Ave, Portland, OR)
Charlotte Route 4 (Billy Graham Pkwy, Charlotte, NC)
I-5 (all the way from Canada south to Salem, OR; and again from Los Angeles south to San Diego)
US 6 (Scranton, PA)
WA 7 (Pacific Ave, Tacoma)
NC 8 (north of Winston-Salem)
NC 9 (Black Mountain, NC)
I-10 (Los Angeles, CA)
US 11 (New York State)
NC 12 (Kitty Hawk)
NY 13 (in Ithaca)
San Diego County Route S14 (Oceanside & Vista, California)
US 15 (periodically from North Carolina to Pennsylvania)
NC 16 (Charlotte, NC)
US 17 (Virginia & NC)
WA 18 (Snoqualmie, WA)
US 19 (Asheville, NC)
WA 20 (North Cascades Highway)
US 21 (Charlotte, NC)
NC 22 (Ramseur, NC)
US 23 (Waynesville, NC)
NC 24 (Fayetteville, NC)
US 25 (Asheville, NC)
I-26 (Asheville, NC)
US 27 (Cincinnati, OH)
I've crossed VA 28, IL 28, SC 28 and the British A28, but never been on any of them.

Kulerage

Interestingly, it might be 2. It just so happens that every state with a Highway 2 is out of our travel's way.

Gave a summary of this thread a shot.  Didn't touch people who said something like "somewhere in 100-200" or whatever that was supposed to mean.  Tried to stick to how people counted their number (i.e., if they said it was 100, I put it in there, although it may have included unsigned routes or whatever else that others might not count).  Probably misinterpreted a couple of people's posts, but here we go and can edit as we do:

Also figured out that I could get up to 241 just with taking a decent day's drive around my area.

Mine is 14. I said that I have crossed some between 14 and 36, but I have never actually been on a route numbered 14.

For me, I've not yet been on M0 (Budapest Ring Road) in Hungary.

:wow:

In North America, for me it would be '5'.  I came close to US 5 during a couple of late 1990s/early 2000s roadtrips, but was never on it.

I've been on:
- US/DE/IL 1
- US/MA/NY 2
- US/MA 3
- US 4
(5)
- US 6
- US 7
- US 8
- US 9
- US 10
- US/WI 11
(etc)

Mike

Rechecking my travel records, I was on NY 5 (Central Ave) numerous times when I visited a friend in the Albany, NY area a couple of times during the 1998-2000 time frame.

Thus, going over my list again, the lowest numbered highway/route that I've not been on likely is '48'.  WI 48 is a minor state highway in a very out of the way place on the opposite side of the state from me.

Just realizing I've been on M8 and N19 in Ireland, forgot about those in my original post.

That puts my lowest to 21 26 after counting some more Ireland roads.

Edit 2: 29 now, missed ME 26A.

After that it's 32 34.

Very weird that 48 is such a common answer.
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

48 is the lowest number in the US not used for a freeway (which I found in another thread). Also note 102 being a common answer, which is because it's 3 digits, and 101 is used for several important routes (US 101 and to a lesser extent NH 101).

Also, the most-recent iteration US 48 is a fairly recent route, and it isn't very long.

There's only 14 state routes numbered "48" (15 if you count Florida, which demoted SR 48 to CR 48 a few years ago.)

It seems a lot of the folks in the Pacific and Mountain time zones do not have as many low-numbered routes.

He has clearly been on routes numbered 1 and 2. We don't know about route 3, though.
Supporter of the construction of several running gags, including I-366 with a speed limit of 85 mph (137 km/h) and the Hypotenuse.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

The long form lists make me super curious what is the second-lowest and third-lowest numbers I haven't been on (after 7) -

1: CA, US
2: CA
3: MA
4: CA
5: Interstate
6: US
(7: have not been on any form of Route 7 anywhere)
8: Interstate
9: CA, US
10: Interstate
11: This might be it for second-lowest.  I haven't been on Route 11 near El Centro though I've been pretty close to it, and I have been on parts of the future I-11 corridor long before that was a thing (US 93, I-515).  I've also been on what used to be Route 11 in Los Angeles, now I-110.
12: CA
13: CA
14: CA
15: Interstate, CA
16: CA
17: CA, NY, NJ
18: CA
19: CA
20: CA, US (the latter on a brief concurrency with NY 28 en route to Cooperstown, NY)
21: OH
22: CA, US (the latter via concurrency with I-78 in western New Jersey)
23: CA
24: CA
25: CA
26: This one might be it for third-lowest, depending on if the unsigned concurrency along 99 between the current western terminus of Route 26 and the short portion along Charter Way in Stockton counts.

I've fully clinched at least one route numbered all the way up to 63.

Having finished seven entire state highway systems and driven a lot more elsewhere, I thought the number would be a lot higher but I have never actually driven on a highway numbered 144.
