I think as long as the route is technically the same (I-290, more or less, "becomes" I-395), it should be okay.

From page 1: A "single route" can include a road which is clearly the same road when it crosses a state, national, or other kind of border, even if the number changes.  For example, I-87 in New York and A-15 in Quebec would be a "single route".

I interpret that as I-90 being the "border" between I-395 and I-290.

I was thinking that myself, but the rules only allow it when it changes because of a state (or national) border.
