What was the control city for CA 126 before the incorporation of Santa Clarita as a city?  I remember it being Santa Paula between the 101 and the Santa Paula city limits and then it switches to Fillmore.

That's right, throughout the Ventura area, the old signs showed Santa Paula.  Here are some old signs on both sides of the Briggs Rd interchange with 126.

Further east it switches to Fillmore https://maps.google.com/maps?q=Ventura,+CA&hl=en&ll=34.350452,-119.058366&spn=0.022463,0.038581&sll=34.321535,-119.10038&sspn=0.022613,0.038581&oq=ventr&hnear=Ventura,+Ventura+County,+California&t=m&z=15&layer=c&cbll=34.350502,-119.058395&panoid=vBLcMkUdzPecG_KAkoA9pQ&cbp=12,165.77,,0,5.41

I think there used to be signs east of Fillmore that said "Los Angeles" as the eastern control.  It follows the reasoning that any road that hits I-5 at an obtuse angle towards L.A. can be signed with an L.A. control.

MODIFIED TO ADD:  And along that stretch, the most direct way to L.A. from Fillmore would be to take CA-126 east to I-5

That would explain the mileage sign on EB 126 at the 23 in Fillmore giving the distance to Los Angeles and Piru.
