If there were enough meaningful threads on those topics, administration might consider your request.

Vaguely one thread every 3-6 months on those subjects means it will probably never happen.

Perhaps this would be more legitimate as a pedestrians and bikeways topic.  I do see some odds and ends here and there involving bicyclists. (Converting old RR grades to bikeways, clinching via bike, safe bike routes, etc.)

Maybe a child board under Off-Topic.  Otherwise, ped & bike issues are pretty well covered in other boards when related to various content.

Though we could imagine a kids' version of threads that already exist.  The two you stated could be "Coloring" and "The Sandbox," respectively.
(Perhaps the consideration of kids' mode should be another thread)
