CA 14 Freeman gulch widening project

According to a local news article the project is supposed to start at the end of June but according to the Caltrans website the project is still in the distant future. Am I misunderstanding something??

Given that none of the years' worth of stuff that always precedes groundbreaking has even begun, groundbreaking will not occur next month. Perhaps there's some other upgrading, like shoulder widening, that has been scheduled for next month.
