There isn't any chance in hell that those cars would meet crash standards with the current design.  Kit cars generally are exempt from most safety and crash standards not to mention a lot more things.   How the hell does that thing supposedly weight over 3,000 pounds with that short of dimensions?  The EV1 weighed about 3,100 pounds with lead acid batteries and that was sub-compact sized car.

It looks like someone mashed up an Oldsmobile Alero, a Smart Fortwo and a Suzuki Aerio together and then made it into a four-wheeled motorcycle.

Unless it's made explicitly legal, I don't think this product is going to do much to reduce traffic congestion.
