Is the ownership of any road changing hands?

No, all sections of road from Highway 401 to the northern city limit will continue to be owned and maintained by the City of London. Street naming and addresses will be unchanged. Highway 401, Highway 402, and Highway 4 (Colonel Talbot Road) south of Highway 401 will continue to be owned and maintained by the provincial Ministry of Transportation. This is strictly an agreement regarding guide/wayfinding signage between the City and MTO.

In other words, Highway 4 within London city lands will continue to be maintained by the City. The signs are just for navigation.

Why can't they do this for Highway 9 to prevent the awkward gap it currently has?

Will {4} shields be added to the {401} to indicate the new multiplex?

Either way, I'll make the changes soon on TM.   Glad I'll be able to merge the two files back into one again.

London has always had signage agreements with MTO. Provincially owned highways or roads with Connecting Link agreements were always limited to the suburbs or were non-existent. This is the latest iteration of that.

Indeed, it will be signed as Hwy 401/4 for about 3 km.

The very short answers are:

• Each portion operates independently of one another. There aren't too many trips where it makes sense to use CR-109 to Hwy 9 east from Orangeville.
• You can find your way to and from CR-109 far easier than getting from north London to Hwy 401 or Hwy 4.
• Dufferin County is more interested in transferring the road to the province: https://www.orangeville.com/news-story/2878524-county-road-109-is-yours-council-tells-province/
• As an aside, there was a proposal in the early 2000s to renumber the western portion of Hwy 9 to Hwy 109 to create numerical continuity between the municipal and provincial portions. There was local opposition so it gained little traction at that time.

Update - the change in Highway 4's mileage log, etc will be effective as of January 1, 2018.

No, crews from both the city and MTO have been tied up with winter maintenance a bit more than usual this year, so items such as this get pushed down the priority list.

The designation update was effective January 1, but thus far it's only on paper.
