I was thinking it has been a few years since we got a new Roosevelt Boulevard plan.  After all, the last one cost only a few million to create the study, and that replaced the previous study that cost a few million to sit on the shelf.  Guess the old one had too many dust bunnies on it, and the consultants need to keep their credentials current.  Sure would be nice if a few less variable speed limit signs and lane diets could be built and a few more grade separated intersections could be built..

The CE Expert System has documentation on the I-676 Chinatown Cap.

Local Vine Street eastbound improvements will include the removal of a parking lane, the creation of a separated bike lane and widening the sidewalk between the east side of Broad Street and the west side of 9th Street. A pedestrian bridge over Local Vine Street westbound that provides a connection from the cap park to the proposed Reading Viaduct Rail Park.
The project is also considering a pedestrian bridge at 9th Street over the Vine Street Expressway, and the closure of 9th Street from Ridge Avenue to Vine Street. This would then trigger intersection radius improvements at the Ridge Avenue/9th Street, Ridge Avenue/Wood Street and Wood Street/10th Street intersections.
Rehabilitation of the 10th and 11th Street bridges over I-676 including upgrading the existing sidewalks and existing ADA curb ramps.

If it were me in charge I'd be for the expressway + subway one. It'd be fun to see Roosevelt get transformed into something not only safer but also transit-accessible--even if the subway would be running between lanes of traffic potentially.
And you may ask yourself, where does that highway go to?

I was reading about the reason why I-676 has at grades between the Vine Street Expressway and the Ben Franklin Bridge.

Apparently engineers felt a proper interstate connection would have removed Historic Franklin Square.  However considering EB I-676, that meets 6th Street at grade, has a grade separation on the Westbound side of the interstate and where Westbound I-676 meets Franklin and 8th the Eastbound lanes ( along with the main freeway lanes) are graded above them.

So they couldn't of raised Eastbound I-676 over 6th next to its westbound counterpart?  Then also built a flyover from the bridge and over the expressway to in its place to eliminate the intersections that are present westbound?
Every day is a winding road, you just got to get used to it.
