What was interesting in this plan, which I just looked at this week, was that the projects are split out into two different sections. One is maintenance of existing assets, such as bridges, along with the pavement work and guardrail installations that you mentioned. I also found it interesting that some non-interstate or parkway routes had their pavement issues included instead of being part of the regular resurfacing schedule.

Also interesting that they're already planning for pavement work on the new four-lane section of the Mountain Parkway in Magoffin County that opened a few years ago.

The other section includes new-alignment construction.

When I first read the plan, I was surprised that all my county is getting was two bridge replacements on county roads (they're part of the Bridging Kentucky initiative). Then I saw the second part that has some safety projects (turn lane additions) and a couple of minor relocations.

The biggest takeaways for me were:
- Completing long-range projects, such as US 127 in the vicinity of Lake Cumberland. I think this will be two lanes. It's interesting that it isn't being finished to the existing four-lane at KY 90 unless that's already been programmed elsewhere.
- Improving KY 114 as part of the Mountain Parkway extension. It appears that this will be fully limited access, which makes the Salyersville "restaurant row" segment all the more annoying. Also included are improvements to US 460 from Salyersville to Prestonsburg.
- Capacity/access improvements to the KY 90 corridor. This should have been done when it was built but it was one of the worst rural roads that I've driven on. 55 MPH relatively free-flowing segments broken up with dozens of driveway entrances and lots of intersecting traffic.
- More KY 4 New Circle Road widening, but only between Leestown and Georgetown Roads and only for a brief segment on the east side.
- US 150 improvements near Bardstown. This needs either widening or access control as Bardstown has become a commuter suburb of metro Louisville.
- The West Liberty bypass is a new one for me.
- The Vanceburg new route alignment is also a new one for me, and I'm not sure where it's going to be located at. It's not exactly a high traffic area.
- Widening US 27 in the vicinity of Lancaster-Stanford.

The first 20 miles, although there is a listing for the planning (not construction) for the widening for those miles.

I know the plan refers to it as KY 114, but I honestly don't know if it's been decided to widen the existing road, or follow a new-terrain route on the ridgetop to the north of the existing route. I do know there were serious concerns over the ability to relocate the number of people who would have to move if the existing road is widened. Construction costs would be more for a new alignment, but right of way and utility costs were more for changes to the existing route.

Restaurant Row exists as it is now because of local concerns. The original plan called for an extension of the four-lane Mountain Parkway on the ridgetop to the south of existing US 460, but the locals really complained about it. Magoffin County traditionally has the highest unemployment rate in the state, and there was a fear from the local leaders that bypassing the commercial stretch would kill off a number of businesses. The frustrating thing is that the widening has resulted in the addition of a bunch of traffic lights, where in the past there was only one signal. Just about every time i've been through there since the project was finished, I've been caught by every red light.

There was a move proposed by some political figures in Paintsville to try to get the Mountain Parkway extension rerouted to Paintsville instead of Prestonsburg. I guess the US 460 improvements were a bone thrown to them. Although existing US 460 is not problematic at all. It was built in the late 1970s and has passing lanes on the hills, and traffic generally moves at 55 mph.

I do wish they would replace it

edit to add: i think KYTC was working on the bridge just this past November when I drove that way last.  They had lanes blocked each way so must have been something intrusive.

Doesn't seem like it has been that long since the last project on that bridge.  As much as the I-24 Ohio River crossing seems to be under construction, it would be nice to see a replacement for the US 45 Ohio River Bridge.  I hate to see the truss design go, but that bridge is a little on the scary side.[url=https://goo.gl/maps/VwwFVsyn9joSmXAH8]

I don't know the official definitions of the terms, but to me, a relocation is building a new road on a new alignment with only occasional impacts on the existing route. See, for example, the ongoing construction of a new alignment of KY 30 in Owsley and Jackson Counties.

Rebuilding or reconstructing involves making improvements to the existing roadway that only involve minor relocations. I would classify the current KY 11 construction in Lee and Owsley counties in this manner. Most of the project is going to involve widening the existing route, with short new-alignment sections near the county line and near the KY 587 intersection. Curve revisions would be a good example.

Like most things in life, the answer tends to be which one costs less.  Some reconstructions are fairly simple and less costly.  But relocations often cost less than the acquiring the expensive right-of-way and constructions easements through dense commercial and/or residential zones along the existing route.  Moreover, utility relocations can be a huge part additive to construction costs.  Also, time is money and the complications of plowing through a dense commercial district with dense utility structures takes a lot of extra time that is beyond the control of an agency (costing more money, plus all of the fudge factors for the unknowns).  That being said, the political pressures from certain businesses that want to stay "on the main road" can both ease and speed the construction process, or simply ignore the cost differential altogether.

Drove through the 75 widening project this afternoon, looks like basically all that is left is like a mile, out of the 7 still closed, of median wall, removing jersey barriers,  and re-striping.  pretty exciting stuff!!

cant wait for the next 8 miles to start late this year or early next.

Yep, glad to see they are continuing with the I-75 widening pretty much away after the current sections wrap up. I was worried they might think that getting it to the US 25E exit was good enough for a while.

Most of the next 8 mile section will be pretty straightforward, adding lanes to the existing standard width median. The most difficult piece will be the mile immediately south of US 25E, which has a wide median of rock that will likely require blasting/earthmoving, and also these two bridges to deal with.
