There really isn't a lot of ROW there.

Google shows plenty of open land on the south side of I-90.  Definitely enough to fit in a SB to EB loop, going off of the new loop ramp at the I-88 and IL 47 interchange.

It may be open, but ISTHA would have to acquire four parcels there according to Kane County.

How about roundabouts? Sure why not hey I see Illinois did it at Hwy 23.

For WisDot no road is too busy for roundabouts they think they can put them anywhere and hey they will work because after all they are safer because they reduce serious crashes.
