Someone gives an example of a route cluster (4+ routes within about .25 mile) with just the numbers (not the type). The goal is to figure out the location.
For example, if I said "13, 13A, 34, 79, 89, 96, 96B" the location would be Ithaca NY.
Normally they would not all be state routes.

You got all of the cities and all but one route right. The Route you got wrong was 48. I counted VA-48 (Skyline Drive) as a route, with the asterisk being that the route is unsigned. One day, there could possibly be both 48s in Front Royal.
