Why Was I-40 Routed Through the Pigeon River Valley in Tennessee?

I am working on a project regarding I-40's routing through the Pigeon River Valley. I have found info on the North Carolina side of the border, but nothing concerning why Tennessee routed it down the PR instead of US 25?
