It's the Aletsch Glacier in Switzerland. It's the largest glacier in the Alps.

The lowest elevation of the glacier is 1650 meters above sea level. The same as Denver, Colorado!

Could any vehicles of any kind (not just cars) theoretically use this road?

Sounds like you better get an Alanland visa first.
