Completed a full circuit of Lake Tahoe this weekend and took a crap ton of highway pictures.  Granted, I've done a lot of these routes on Surewhynownot in the past but I'll be redoing them as a two-part series.  For what its worth I put together my two photo albums already which can be viewed here:

Part 1; CA 89, former CA 188, Fallen Leaf Lake, Emerald Bay, Fanny Bridge at mouth of the Truckee River at the CA 28 junction.

Part 2; CA 28, NV 28, Sand Harbor, US 50, and Cave Rock.

Completed the first entry in the Lake Tahoe series on CA 89 and the first CA 188.  Former CA 188 on Fallen Leaf Road is haggard as all despite being paved, it definitely would have been the narrowest state highway had it remained in the system:

Part 2 in the Lake Tahoe Circle Tour series regarding CA 28 and NV 28 is up:

The under-construction bike path you mentioned is NDOT's "SR 28 Shared Use Path" project. The main goal is to construct a path from Incline Village to Sand Harbor, to increase safety along the highway due to the combination of bicyclists and lack of shoulders/bike lanes. (It's a demonstration project in a greater 30-mile "Tahoe East Shore Trail" project envisioned in the long term.) Included also are improvements to help reduce erosion from places where people have forged their own off-road walking paths.

Its way over due, NV 28 always had a ton of bicycle traffic on it given the close proximity to Incline Village.  I got lucky and hit the one-way controls at the perfect times the two times I drove 28 over the holiday weekend.  The bike/pedestrian lanes look pretty good from what I can see, I'd love to given the a try when they open.
