City hall outside city limits?

Are there any "normal" cities where the city government does not meet within the limits of that city? The question came up when I was looking at the Disney-controlled City of Bay Lake, whose council meets at the Reedy Creek Improvement District building in the adjacent City of Lake Buena Vista.
