States that can't make their own BGSs

Mergingtraffic

CT is a state that does not have the capability to make their own BGSs.  They can make LGS in their sign shop.  However, if a BGS gets destroyed they have to wait until a new sign contract comes through that portion of highway or when they do BGS spot updates every couple years or so. CT uses extruded aluminum for their BGSs.

Are there other states like this?

Kentucky uses contractors for panel signs, but if one gets knocked down or otherwise damaged, or if information needs to be added or changed on the sign, the contractors are on a price contract and each individual project doesn't have to be bid out, or replacement postponed until a full sign replacement on that stretch of road.


Government would be tolerable if not for politicians and bureaucrats.
