1: Providence RI, Plymouth MA, Kittery ME, Concord NH, eastern half of Connecticut, Nantucket MA, Springfield MA, most areas surrounding Hartford CT
0 (0 is not off the map; it's none-0-1-2-3-4): York ME, northern half of NH
For the rest of the country, the only populated areas in 4 appear to be the Central Valley of California and a tiny dot in San Antonio. There's no background map, so I can't tell if Bend OR is included, but Bend isn't that major. Almost all of California is in 2+, though, with San Diego (1) being the main exception.
