My settings have the most recent post at the top, not the bottom.  Therefore, what shows up for me as "Reply #18" is not what shows up as "Reply #18" for you.  But, at any rate, I think I know which post you're talking about.  And yes, it has a missing "not".  Or, more properly, it has a missing "not necessarily".

For two years, I lived on the 13th floor of an apartment building in Atlanta. I was never bothered by the number, but it sucked whenever the elevators broke (happened more often than you’d expect) or there was a fire alarm and you had to use the stairs anyway.

Stephen King's story (and movie) "1408" mentions this. The room's nominal 14th floor is really the 13th (oh no!) and its digits also add up to 13. The protagonist was doomed
