I think that has progressed from "road sign" through "best of road signs" and into "this is a blank piece of wood" territory.

'LAW' (second line?)
(S)'TOP' (third line; assuming the S precedes the TOP?)

If I had to guess, I would think the sign once read:

I remember seeing one in my hometown of Simsboro at the LA 563 crossing (late 70s early 80s) in almost the same condition.
