This and the I-49 corridor should get priority funding in any future highway bill.

Certainly no one knows for sure, but here is a learned guess:

I expect to see I-49 and I-69 completed within 30 years.

This January, 2013 study indicates that, in 2012 dollars, the estimate to complete I-69 is approximately $29 billion (page 43/122 of pdf; page 38 of document):
