British Columbia has both 97 and 99.

AR 25 >> LA 26

There are 27s in Mississippi and Arkansas.  TN has US27 and TX has I-27 so those are out I think.

There's a TN 27 in Chattanooga (not too far from US 27) but Louisiana doesn't border Tennessee, so it doesn't matter.

Since Texas doesn't care about number duplication, there is a Texas SH 27.
