Unspecified traffic light found in Philly

I have no clue what this is, is this a rare Crouse-Hinds model, look at the back of the signal (It's on the southbound side of PA 611, on the mast-arm) I know one thing, this thing is hellishly old for sure! The mast-arm signal on the other side of the intersection is an Eagle. Can someone help me out:

It would be a rare 12" Marbelite type K traffic signal. Marbelite's first 12" vehicular signal model introduced at the end of the 1950s decade. It predates the 2nd generation 12" model, in which appeared shortly before 1970.

Odd, since Philly's mast-arms didn't go up until 1975.
