There are still some in the field, but it is no longer a standard sign in the current MUTCD.  The 1978 edition was the last one to allow the use of the text-only panel.

Are other text-only variations still allowed? Such as, "NO LEFT TURN" or "NO RIGHT TURN"?

Not that I want them to be. The symbols are definitely a better choice.

On the topic of the sign, are U-turns normally not permitted in Utah? Or is this sign just placed there as a reminder?

In Utah, U-turns are permitted with four exceptions:
1) you can't make the turn safely
2) you aren't visible for 500 feet in both directions (like near the top of a hill)
3) you are on a railroad track
4) there is a posted No U-Turn sign.

The sign appears to serve as a reminder, though I'm not sure why UDOT chose to post it. Maybe there are problems regarding U-turns at that specific intersection.

I beleive that text only signs were allowed in the past, but it was a long time ago.

There has long been a trend towards standardization of symbols on warning signs so that those who don't speak English will still understand the signs.

This sign was just placed past a non-signalized turn onto a fully controlled highway.  The turn gets backed up so a sign was posted at two places where drivers turn into private drives and then turn right in lieu of waiting in line to turn left.

The movement is NOT a U-Turn and the sign does not appear to be a correct regulatory sign anyway.

Per the 2009 MUTCD, the only text-only variation that is still allowed is "No Turns."  (Multiple Canadian provinces have a symbol-only version of "No Turns," but I am not aware a symbol concept has been tried in any US state.)  There may still be a few state DOTs slipping in text-only variants for "No Left/Right Turn" as part of an acceptable delta between substantial and full conformance to the MUTCD, but I haven't drilled into state sign drawings books to check.
