New Mexico State Highways (nearing activation)

As I've noted a few places in the "Highway Data Discussion" topic in this subforum, I'm working on getting NMSH ready to activate. This is for some of my notes on the remaining updates to the system, and solicit any last-minute comments before activation.

The list of changes I suggested, in my re-review of the draft system, is in a long post in the middle of page 8 of the HDD topic.

This first post addresses routes to add to or remove from the system. Here's what I have so far:

NM 237 in Tucumcari:  To the extent I can make out the crappy years-old GMSV imagery, it's signed, and the state's AADT log has entries from 2013, so it seems current. The route is completely concurrent with the part of US 54 Business east from where it splits from I-40BL.

NM 300: Unsigned in 2013, previously removed from our database, and there it will stay,

NM 345:  Very recently decommissioned before it even made it into our data, so it'll also be left out, with conforming changes as needed to other route files (waypoint in I-40BL Albuquerque already renamed. might be the only one to change).

NM 545 to La Luz north of Alamagordo: . Looks unsigned from GMSV (most of the imagery is from 2008-09, but NM 545 signage also doesn't show up in US 54/70 images from earlier this year). The latest AADT data are from 2010. GMSV calls the road "County Route 545". I'm inclined to write this off as a decommissioned and/or unsigned route, and make conforming changes to the US 54 and US 70 route files.

NM 598 north of Santa Fe: In the HB, but not in state AADT log. 2014 GMSV imagery indicates current route signage is only as CR 75. Delete, with conforming change to NM 76 route file.

NM 5001 in Farmington: Folded into the rerouted US 64 there, delete from HB (conforming changes already made to US 64 and NM 371 route files).

Is NM 72 going to be extended at the east end? This isn't state maintained, but it is signed at the intersection with I-25BL.

I've added NM 72 between I-25 and I-25BL, and a conforming change to I-25BL (Raton), to my local files, to be added to the database in my next (and hopefully final) batch of NM route updates. GMSV shows NM 72 signage in both directions west of I-25, in addition to what SDMapman mentioned.

I'm not so sure about the changes to NM 72 and NM 329. NMDOT's legal descriptions of those routes (last updated in 2010) indicate that the part of former NM 72 in Raton west of I-25, and former NM 329 segment on Mills Ave.  between NM 65 and I-25BL, were relinquished to those cities in, respectively, 1999 and 1992.  See':

(p. 18 for NM 72, p. 70 for NM 329)

Whatever we end up doing with mid-route relinquishments in California (probably find a way to overlook them), I'm more comfortable treating end-of-route relinquishments as truncations.

The more-up-to-date AADT logs for those routes also indicate the west end of NM 72, and the north end of NM 329, are where they are in the HB:

All this, despite what GMSV says about current signage on each route (such at least three NM 72 signs west of I-25). I saw route signage for NM 497 in Deming in 2013, even though it's completely absent from the legal route descriptions and AADT route logs. I'd be inclined to write off all those signs as remnants of long-lost routes, like I've seen here and there in Hawaii.

I still need to go through the rest of the legal route descriptions, which might resolve other questions I had flagged about possible missing segments for other routes in the HB.

NMDOT might be letting the municipalities sign them as state routes to preserve continuity, though (playing NM 72 advocate, as I clinched that part...)

However, it is New Mexico, so signage almost needs to be taken with a grain of salt.

I searched GMSV pretty extensively for signs along 329, and I'm inclined to agree with you now. The May 2014 imagery shows one 329 trailblazer at its former intersection with I-25 BL on the north side, but there are also trailblazers for 65 and 518 there. Along Mills St, just "To 65/518" signs. More tellingly, at the intersection with NM 65, there's a "329 ->" sign, not a "<->" sign. This imagery was from May 2015, the same month I was there. So I see no point in pushing for this one anymore.

I've finished most of the needed NM state route updates. I still need to resynch border points for NM 78 and NM 80 with the corresponding AZ state routes, double-check my recent changes, and clear the Datacheck errors which should all be false positives.

But basically this is "last call" for any residual pre-activation comments (enough comments already, I'm not convinced more are needed). I need to step away for a few days to take care of holiday and other stuff, anyway.

I plan to activate this tomorrow, since it seems that the remaining few changes that are forthcoming are minor tweaks that would not affect anyone's .list entries.

If anyone knows of significant problems with the system that should delay its activation, please let us know soon.

We just had some strange stuff happen to my update to NM 369. I want to make sure that didn't also happen with any of the dozens of other recently-updated files. That, plus the other cleanup items I mentioned, might not happen by tomorrow.

BTW, of the route files that have changed since the end of November, here are the ones with labeled waypoint renames or deletions: 161, 198, 203, 206, 223, 229, 236, 290, 412, 419, 442, 475, 478, 502, 540, 572, 6563. Also, in an earlier round, the I-40BL waypoints for many state routes in Albuquerque were renamed (usually but not always CenAve), to prepare for the impending deletion of I-40BL Albuquerque.

I don't mind waiting for that last double-check and cleanup.  It's been almost exactly 2 1/2 years since I submitted the first complete draft of the system to CHM, so another few days or week is certainly not a problem.

Edit: I think NM 369 is good now.

I need to check out a possible partial route decommissioning in Albuquerque, which could affect several other intersecting routes. Other than that, with a few updates sent in earlier this morning, we should be good to go.

Update: After a belated wade through the State Transportation Commission minutes (took me awhile to figure out how to navigate the STC materials on the NMDOT website), it looks a little messier than I thought. There are apparent truncations of NM 47 and 528 in Albuquerque and NM 357 in Artesia, and in Elephant Butte an apparent elimination of NM 171 and split of NM 195. I think I can sort through this without asking for help from NMDOT (which might be hard to get quickly this holiday season), so we can take care of these issues pre-activation. But it might take another day or two.

The STC minutes are really confusing on NM 528. Doesn't help that NM 528 has good signage on I-25 and at least one exit ramp, several years after NM 528 supposedly was truncated. I've posted a question on this in the Mountain West board, in search of local knowledge about this.

Both seem to have been truncated from what's in our database, but I'm trying to sort things out, given the unclarity of what STC approved. GMSV of a sign on NB US 285, indicating NM 357 still goes west from there (that's the part supposedly truncated), gives me a little heartburn.

NM 528 seems pretty clear to me - Alameda between San Pedro and 2nd. Maybe signage has not been updated or maybe the transfer was rescinded.

That's the rub -- agreements don't always get carried out. The lack of NM 528 signage east of 2nd St., except right around I-25, suggest that the transfer may've gone into effect but the folks maintaining signage on I-25 and its frontage roads haven't gotten the memo. But not the only scenario. The same goes for NM 357, where the only signage I found that has that route continuing west of US 285 is within the state ROW on 285.

OK, here's what I'm settling on:

Truncate NM 47, with new north end at Albuquerque's southern city limits

Truncate NM 528, with new south end at 2nd St. (old NM 47)

Truncate NM 357, with new west end at US 285

Split NM 195, with the main segment ending at Elephant Butte's west city limit, and the Elephant Butte Lake segment starting at Elephant Butte's east city limit (note: this is a different situation from all the mid-route relinquishments in California, does not foreshadow how we'll handle those)

Remove NM 171 (might be a short stub remaining at the junction with NM 181, but latest GMSV postdating the transfer agreement says the stub is now unsigned)

Conforming changes to NM 181, NM 423, and NM 556

I'll assemble these last changes, but wait a day for any response to my query on the Mountain West board.

UPDATE: Pull request submitted.
