Do you remember when you took that photo? Last year, I stayed at a hotel on the south service road near that interchange (approaching from the east on the QEW). I don't recall seeing similar route signage, error or otherwise.

Travel Mapping says ON 20 exists, but off ON 406 well to the east.

June 2009 (the oldest street view) to Feb. 2021 (the latest) both show it there. The approach from the east has the correct RR/CR flowerpot, so maybe that's why you don't remember it.
