This depends on whether the two segments of Nebraska Highway 2 count as one highway or two. I have all of NE 1. I have all of the east segment of NE 2, but very little of the western segment. I have all of MN 3. I have not clinched all of a Highway 4 anywhere, although I have bits and pieces in 5 states.

Even if I count it, there are numbers higher in the 32x range where I have no clinched routes.

The CTB does officially decommission facility routes. Recent examples are 357 and 386. To my knowledge 325 still exists as do all the VA 32x routes.

You already have MD 327, 328 and 329.  If you got VA 325 did you get very nearby VA 326?

VA 325 seems to open up the floodgates. Counting unsigned I-345, decommissioned VA 386 (prison road, clinched while it was still a state highway), and unsigned VA 399, I can probably get into the low 400s, where the mostly-clinched Ontario and Orlando freeway systems come into play.

Virginia state routes (clinched them all north of the James River), and Maryland state routes (all but 353, but I have VA 353), help get me through the 300s, and at least a little beyond.

It is. I've clinched all of it west of Alewife.
Oh yeah, well, I've clinched it across the Charles, but never took the weird turn onto Beacon.

So my answer is 4.  Frustratingly close with MD 4 - I have 92% of it, and the segment I'm missing is close to me.  Might have to grab it sometime soon, making my number 7 or 8.

And if using bannered routes is disallowed, my number is ... well ... 1

At one time I had a clinch of TH 1 (Iceland) but a significant re-routing since my clinch dropped me to 92%

Since it looks like bannered routes count, I did clinch Alternate K-4 in Nortonville, KS. I have not clinched a Highway 5 anywhere, though. I could easily finish IL 5 if I ever go back to the Quad Cities.

If you do not count a single state's segment of a US highway as a clinch, then 12 is my lowest number. If you do count that, then my lowest number is 34.
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

The lowest signed route I have clinched to my knowledge is 7 (the signed portion of TN-7, the rest is unsigned on US-31)
The lowest complete signed route is 10 (as a passenger on ALT WV-10)
As a driver the lowest completely signed clinch is 194 (I-194 MI, though I likely have a lower number I am forgetting. The lack of ALT/Bus/Byp routes in IN does not help)

I believe I clinched Business TCH 1 in Charlottetown, but I don't even remember if there was in fact a Business TCH 1. So, I'd say my lowest number is 1.

Well, that wasn't hard...my number is 3.  Of all the single-digit numbers, I'm missing a 3 and a 5.

Mine is 4. I can claim a raccordo autostradale for 3 :sombrero:. Now, this only counts if one considers all three sections of the Spanish A-2 separate (I have clinched one of them), if not then it's 2.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

For me, it's 1.  There's not a lot of Highway/Route 1s in the western US--I've been on CA-1, and driven bits of it south of the Bay Area and around LA, but have come nowhere near clinching it, given that it's almost 650 miles long. Lowest number I've clinched actually is I-5 within Oregon.
