NY 33 in Buffalo, NY

Why does NY 33's freeway eastern end have an interchange with an at grade intersection?  I see it crosses under Genessee Street before it ends at it.  If you are westbound on 33 you have to make a left turn to only loop around to the right side of the through Genesse Street crossing under it.  Plus waste time and gas for the left turn signal just so you can eventually go to your right.  To me this set up is stupid with no merit at all.
Every day is a winding road, you just got to get used to it.

Because of the Airport.  If not so traffic can go straight in, so they wouldn't have to demolish a runway for NY 33!

There's plenty of merit in it...directly connect to the airport, as Dean noted.
