Jamestown NHS is indeed listed under the 27 Affiliated Areas.  Of course, it is part of an educational museum organization chartered by the Commonwealth of Virginia, now operated by the Jamestown-Yorktown Foundation.  All of the Affiliated Areas were designated by Congress but are managed by organizations other than the National Park Service.  Therefore, Rothman is correct that what is generally referred to as "Jamestown" is not managed by the National Park Service, even though it is officially "on their list".

For those that haven't been to "Jamestown Settlement", it is intended to be a replica of the original settlement plus a nice indoor museum.  It is located on the western part of the island at Church Point, but not where the original settlement of Jamestowne was located.  The "original Jamestown settlement" is believed to have been located further east on the island, which in fact, is operated by the Colonial National Historic Park (so that part of the Wikipedia article is techincally correct, albeit somewhat misleading).  If you venture out that far, it is a road worth clinching (and stopping to read the historic signs), even though there is nothing left of Jamestown to actually see.

When people talk about the NPS' "list," it's typically their 429 sites, which does not include the affiliated areas.

Still, it gets messy.  I mean, for the purposes of this thread, BLM and USFS and NWRs probably shouldn't be discounted.

Big debates in travel clubs have happened over what is considered a "national park." :D
