Brand-New Printed Signs with Very Poor/ Light Colors

In Lewisville, Texas, I am seeing brand-new city-installed traffic signs with very poor colors. I looked closely at one of the street-name signs, and determined that it had been printed. There are several new street-name assemblies around town with this awful-looking green color. There are also some stop ahead signs at one intersection with very light yellow color.

My suspicion is that this could be the new system that allows signs to be printed like a color document. If it is, then the city made a huge mistake investing in it.

Daly City in my area had the no u-turn sign often with the wrong red type as supposed to the actual MUTCD one.
