That's definitely not Missouri, Kansas, or Oklahoma, for what it's worth. I think the key to narrowing it down is going to be that mile marker–what state uses a mile marker that's green on top and white at the bottom?

I knew that was I-180 immediately. I know the spot too; that's the Adams St overpass southbound before the Cornhusker Hwy exit, with Roper Park on the right side.

It really hasn't changed at all over 40 years.

I found it, this is the westernmost stretch of I-890 in New York.
New York has a distinctive way of posting and ribbing their signs...so I could tell the state by looking at the back of the sign for the oncoming traffic.  Then I had to look for 3dis with a river on the right side.

The funny thing is that I probably wouldn't have guessed this one myself, as I've never even been on that stretch of I-890!  :D

Moreover, I81 is the only interstate to NOT use concrete in NY (Only one small segment in Binghamton Uses it). Other states like PA use it (I81 from exit 19 all the way to Cumberland County line)

I don't know the ratio of concrete interstates here as compared to other states, but I've never thought of NY as particularly concrete-happy.

Very little of the Thruway is concrete. The six-lane section near Victor and Weedsport to Warners are the only sections that come to mind. Not aware of any concrete sections on I-84, I-86/NY 17, or I-87, but others could better speak to those roads as I'm not 100% sure.

As for 3di's, none of I-290, I-590, I-690, or I-990 are concrete. I-190 has concrete sections, mostly near Buffalo. I-390 is concrete from the Thruway to Mount Morris, and I-490 is concrete from Bushnells Basin to the Thruway.

In response to the comments about "concrete-happiness", keep in mind that a lot of freeways that appear to be asphalt are actually concrete overlaid with asphalt.  That's true for a lot of Illinois Interstates, and I imagine it's true for a lot of Interstate mileage in other states as well.
