California State Route 226 is a former State Highway which was aligned between Orosi and Orange Cove.  California State Route 226 was commissioned during 1964 from what had been the northern extent of Legislative Route Number 132.  1965 Legislative Chapter 1372 deleted California State Route 226 and transferred the entire routing to a realigned California State Route 63.

Is one year the shortest a state route existed? Was it even signed?

Would have been about 7 miles, probably never signed.  One of many routes deleted or consolidated in 1965.

Given that they are defined in legislation, probably yes -- a single legislative cycle. There were a number of highways created in 1964 that were deleted in a 1965 update. Details at https://www.cahighways.org/chrphas5.html
