Was wondering how many places that are not freeway use tall mast lighting like on US 319 in Moultrie, GA at an at grade signalized intersections.

Fort Lauderdale, FL along FL 870.

Menomonee Falls WI has a point where 3 roads nearly intersect forming 3 closely spaced signalized intersections. This area has 3 high-mast lights to cover it.

edit: I took a GSV of it and they had replaced the infrastructure with new signals and new lighting which removed the high-mast lighting that was there.

A roundabout at the junction of US 119 and WV 705 in Morgantown, WV has one in the center: https://maps.app.goo.gl/vifNfU4gwoUbsxHY9

For non-road usage, high mast lighting is fairly common at newer Corps of Engineers locks, railyards, and prisons.

Pretty sure parts of US 40 between Baltimore and the DE line do it.

Valley Circle Boulevard/Mulholland Drive (Exit 29, US-101) has the giant mast lights technically on the street, although it does illuminate the freeway below.

This one in a Gastonia, NC parking lot definitely qualifies (https://www.google.com/maps/@35.2612311,-81.1544623,3a,75y,148.51h,99.51t/data=!3m6!1e1!3m4!1sTvc1dAlO4cn3eyWhjmGmig!2e0!7i16384!8i8192?entry=ttu), because although it's close to I-85, you still have a good distance to go before actually reaching it. I can only imagine all the drivers who pass by it getting tricked into thinking they've reached the Interstate (and there's never been any lighting at the nearby interchange, IIRC).

Was it Appleton Avenue, Menomonee Avenue, and Pilgrim Road?

The funny thing about it is, there still are high-mast lights at a nearby interchange on I-41. I suspect the LEDs on the freeway were put up at the same time the high-masts at the six-way intersection were removed.

Ontario used HML at this prison: https://maps.app.goo.gl/ZREUC9z9RaPbp69D7

Not related to MTO (though the Regional Office is right next door), but they definitely are the same off-the-shelf models that MTO uses.
