Will US 34 improvements in Illinois be cancelled?

I wondered what all the experts here think from the Information in the article. I do know these are serious wetland impacts.
Would it be possible to sqeeze 3 lanes (a shared 4) in here and avoid these Corps requirements?
Or is this going to join US 20 in fictional highways. Such an Irony because it was funded-a rare event

Longer version of story . The end is most interesting. I read Sen Sullivans comments to mean that there are real problems on the rest of the route....I will ask him next time I run into him. I could sure see IDOT say well we tried heres the by pass that is it

I was hoping for some video All The QC stations had some good Road pics but none are online.
This story has a cold dose of reality. I think they moved on this to preserve the money . It will include and Interchange at IL 94 . The original plan was to delay that . Clearly this bypass will serve as passing lanes and unclog all the truck traffic.
The Road between Biggsville and Monmouth is a high quaility 2 lane which will be incorporated. In fact its shoulders are so wide it could easily be made a 48 foot wide undivided 4 lane
The Big Problem appears to be the strech from Biggsville to Burlington. The road is terrible and there needs to be a new Alignment which seems impossible with this levee issue.
My hunch is IDOT builds the bypass ,the levee issue is never resolved and IDOT says the rest of the road is fine and that will be that
