PennDOT - District 1 News: PennDOT Seeking Feedback on Plans to Replace the Old Mercer Road Bridge in East Lackawannock Township, Mercer County

QuoteThe Pennsylvania Department of Transportation (PennDOT) invites the public to give feedback on the plans to replace the bridge that carries Old Mercer Road over Neshannock Creek in East Lackawannock Township, Mercer County.

The bridge is located on Old Mercer Road between the intersection with Route 19 and the intersection with Courtney Road.

The project will include replacing the existing single-lane metal truss bridge with a two-lane concrete bridge. The roadway and new bridge will be slightly realigned to improve the turning radii at both ends of the bridge. Updated guiderail and signs will also be included.

Work is expected to occur during the 2026 construction season.

A detour will be required during construction and is expected to be in place for approximately five months. The proposed 7-mile detour route will be posted using Route 19, Butler Street (Route 2008), Route 258 and Courtney Road.

The existing Pratt through-truss bridge was built in 1922. It is classified as poor condition. It is posted with a 9-ton/13-ton combination weight limit and a 14-foot, 5-inch vertical clearance restriction. Approximately 400 vehicles a day use the bridge, on average. The bridge is owned by Mercer County.

The bridge is located near Junkin Mill/Hope Mills archaeological site (36ME0304), which is classified as a historical site according to the National Register of Historic Places. An investigation of the site was done in summer 2023 and it was determined the bridge project is considered a De Minimis Use, which means the project will not adversely affect the features, attributes or qualities that qualify the property for protection under as a historical location.

The plans for the Old Mercer Road Bridge Replacement are posted online, including a handout with additional information on the historical site, digital plans for the new bridge, presentation, and an online comment form. It will be open until December 19, 2024 and can be accessed by visiting the PennDOT District 1 website, www.penndot.pa.gov/District1 under the View District 1 Projects link.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project's potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation's 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

The project documents will be made available in alternative languages or formats if requested.
