If I had to guess, that road is possibly one of the casualties of Hurricane Katrina.

Here's a bunch of flooded baseball diamonds in Fenton, MO. This whole area is on the Meramec's floodplain.

That whole area is weirdly zoned. You've got a large industrial park, a sewage plant...and a bunch of houses (on acre+ lots) in between the two. South of that is a park. Oh, and to get in from Big Bend, you have to take this underpass.
