Makes sense, as doing so would eliminate that dogleg on Flying Cloud Dr.

ORH 372 comes closest, as as far as I'm aware, Bend's city streets are between it and US 97, 20, and 97B. Since 372's also not signed, it's not easy to verify (hence, ORH 372 instead of OR 372).

For ~20 years before it was decommissioned around 2010, MN 297 fit this thread.  After MN 210 was relocated onto I-94 around Fergus Falls, MN 297 connected only to Fergus Falls city streets.
