IDK if this is the right place to ask this question but would an idea for a bypass in a city go in the fictional roads board or the regional board that the city is in?

I also make my own EDM music if anyone's interested. But, you probably wouldn't like it unless you liked dubstep.

If it's your own idea, it goes in fictional. Projects that were seriously considered but cancelled (or are still waiting) go in the regional boards.
