THE NATIONAL WEATHER SERVICE IN NORMAN HAS ISSUED A

* TORNADO WARNING FOR...
  NORTHERN CLEVELAND COUNTY IN CENTRAL OKLAHOMA
  NORTHERN MCCLAIN COUNTY IN CENTRAL OKLAHOMA
  OKLAHOMA COUNTY IN CENTRAL OKLAHOMA

* UNTIL 800 PM CDT

* AT 717 PM CDT...A COUPLE OF TORNADOES WAS REPORTED WITH THIS
STORM. ONE WAS LOCATED AT MAY AND 119TH STREET IN SOUTHWEST OKLAHOMA
CITY WITH ANOTHER TORNADO ALONG INDIAN HILLS ROAD IN FAR NORTHWEST
NORMAN. THESE TORNADOES WERE MOVING NORTHEAST AT 20 MPH.

* LOCATIONS IN THE WARNING INCLUDE CHOCTAW...DEL CITY...JONES...
  MIDWEST CITY...MOORE...NEWCASTLE...NICOMA PARK...NORMAN...OKLAHOMA
  CITY...SPENCER AND STELLA

TAKE COVER NOW. ABANDON MOBILE HOMES AND VEHICLES. MOVE TO AN
INTERIOR ROOM OR HALLWAY ON THE LOWEST FLOOR. STAY AWAY FROM WINDOWS.

I would imagine NWS Norman had enough on their plate that day without adding grammar specifics to the list.

Why would 24-hour time be mentioned? This is a statement for the public, who probably know 7:17 PM far more than 19:17.
